Chapter One: Introduction
1.1 Background of the Study
Proportional representation (PR) is a type of electoral system designed to ensure that political parties or groups receive representation in line with their proportion of the vote. This system is often seen as a way to increase minority inclusion in political decision-making, as it provides smaller groups or parties with a better opportunity to secure seats in local or national governance. In Gombe LGA, Gombe State, the implementation of proportional representation in local government elections has been a subject of debate. While the system is intended to ensure that minority groups, including ethnic, religious, and gender minorities, have a voice in the local council, its effectiveness in achieving this goal has not been thoroughly examined. This study will explore how proportional representation has influenced the inclusion of minority groups in local government councils in Gombe LGA, assessing both the successes and limitations of the system in promoting diversity and representation (Aliyu & Adamu, 2023).
1.2 Statement of the Problem
Despite the intention behind proportional representation to promote the inclusion of minority groups, there is insufficient empirical data on its actual impact in Gombe LGA. Many political analysts argue that proportional representation can either ensure fairer representation or, conversely, lead to the fragmentation of political power, leaving minority groups marginalized in practice. This study seeks to investigate whether the use of proportional representation in local government elections has truly increased the political inclusion of minorities in Gombe LGA, or if it has had unintended consequences that undermine its intended goals.

The study will focus specifically on the impact of proportional representation on minority inclusion in local government councils within Gombe LGA, Gombe State. It will not cover other electoral systems or extend to state or national-level elections. Limitations include potential challenges in accessing data on minority representation in local government councils and biases in interpreting the effectiveness of the electoral system.
